Sandra brings over 20 years of field and research experience in the chemical engineering and environmental compliance fields. She has provided on-site and off-site support for environmental compliance audits, prepared permitting applications, regulatory applicability determinations, and compliance documentation and notifications for facilities in a wide variety of industries around the U.S.
She specializes in permitting and compliance for a variety of industries in the manufacturing sector, with a focus on PSD and NSR air permitting, NESHAP, and NSPS reporting and compliance. Her areas of expertise include NSR/PSD and Title V Air permitting, Multimedia compliance audits, Emissions inventory development, Greenhouse gas emissions quantification and third party verification, NESHAP/NSPS regulations, EPCRA 312 & 313 (Tier II & TRI/Form R) reporting, and CA fleet management and CARB mobile source emissions compliance programs, including Truck and Bus Rule, In Use Off-road Diesel Program, LSI Fleet Emissions, Portable Equipment Registration Program (PERP), and District stationary permit programs.
Sandra is a licensed Professional Engineer in Georgia and Texas, a CARB Accredited Mandatory Reporting Lead Verifier, and holds a Bachelor’s Degree in Chemical Engineering from the Georgia Institute of Technology.
