OGMP 2.0 Implementation Support – Global

Project Summary

Montrose provided strategic Oil and Gas Methane Partnership (OGMP 2.0) implementation support to one major international oil and gas operator from an asset level, including joint ventures, to corporate scale and at nearly every point of their OGMP 2.0 journey, including:

• Measurement technology pilot deployment
• Internal OGMP 2.0 Technical Guidance Document (TGD) development
• Measurement campaign coordination and management
• Emerging technology evaluations
• Internal program gap analyses
• Measurement technology field training management
• Site-specific measurement-informed emission factor derivation
• Global data aggregation and analysis
• Global program evaluation to identify lessons learned and opportunities for improvement in future deployments

As part of these engagements, the Montrose Sustainability and Climate Advisory team partnered with Montrose’s world-class emissions detection and measurement teams to provide boots-on-the-ground measurement support in six countries and aboard an active LNG transport vessel. Field support provided included measurement of the following emission sources:

• Fugitive leaks and vents
• Incomplete combustion (i.e. methane slip)
• Flares, through partner Providence Photonics

Challenge

OGMP 2.0 is a measurement-based voluntary framework, and deploying measurement campaigns in a consistent manner across several international assets presented significant logistical challenges. In addition to ensuring projects were executed according to OGMP 2.0 requirements, Montrose coordinated scheduling, customs, and ensured process data access at remote locations.

The global program evaluation presented additional challenges related to the size of the data set and the variability both in processes and naming conventions at different assets. Montrose depended on both our OGMP 2.0 expertise and experience with field measurements to develop meaningful insights and findings to be applied in future OGMP 2.0 initiatives.

Our Role

Montrose is unique in that our organization includes both strategic advisory consulting services and measurement technicians. In the engagements for this client, we worked together to offer integrated product service offerings that supported the client in their OGMP 2.0 goals.

• We ensured that measurement campaigns and trainings were designed and deployed in a manner to be consistent with the client’s goals while also being consistent with OGMP 2.0 requirements.
• The SCA team analyzed the data efficiently and worked directly with the measurement teams in the case of any questions.
• Gap analyses, trainings, and technology and program evaluations were performed with an eye both toward OGMP 2.0 requirements and also measurement expertise and best practices.
